Norfolk

The Broadland Swan Roll (NRO,MC 2044) is a register on five, rolled, parchment membranes showing 99 illustrations of swans’ heads and marked beaks in red and black ink. Each beak is captioned and shows the distinctive swan mark of the manor, individual or institution to which it belonged. During its working life the register was amended, erased and annotated so that many of the captions contain altered or additional text of varying date.
It is dated to c. 1499, there is only one swan-roll of an earlier date is known to exist, one for the Fenlands of the 1480s, now in The National Archives. The Broadland roll is the earliest known example for Norfolk, and its existence was apparently unrecorded before 1999, the document was bought with a combination of grants and public appeal. The Norfolk Record Office holds Swan Rolls of a more recent date for other areas in Norfolk.

All swans, as pre-eminent game birds, were Crown property by prerogative right. Licence of private ownership could be granted to individuals or institutions of appropriate status, and this was strictly regulated by the Act for Swans, 1482, with the King’s Swan-Master in charge and deputy swan-masters appointed for each region, whose duty it was to police infringements and keep the official register of ownership marks. Ownership of these royal birds, the ability to give them as gifts or parade them as the centrepieces of feasts and banquets, was a sign of wealth and prestige. The regulation of swan-keeping, in which these rolls are the central documents, was therefore intended to maintain the royal prerogative and the social status of swan ownership, and to protect both owners’ rights and the birds themselves
